HyperLaTeX defines a form of LaTeX that may be processed in the ordinary way with a 'latex' command, for printed output. However, HyperLaTeX documents may also be processed by 'hyperlatex', to produce good-quality HTML.
HyperLaTeX is not a LaTeX to HTML converter (see tth or latex2html for that). Rather, HyperLaTeX specifies a set of macros that allow you to support two output formats from one source, and to make both appear as good as possible.
This package is not available from either major free distribution, MiKTeX or TeX Live.
You can visit hyperlatex's CTAN directory to browse the source or download the material for installation.
