A development of the widely-used uuencode package, designed with particular reference to the difficulties in transmitting packages via mail over interfaces between networks (in particular, between Janet and Bitnet; note that neither of these networks any longer exists in the form for which the package was written).
This package is not available from either major free distribution, MiKTeX or TeX Live.
