The "old" vncmr fonts have been moved to the obsolete tree -- see
obsolete/fonts/vietnamese/vncmr

Current Vietnamese (meta)fonts are to be found (together with support
files for use with Plain TeX and LaTeX) on CTAN under
language/vietnamese/vntex
